Goal is to introduce ourselves and lead them to the learn page.
We want to communicate 1. a clear problem statement (out-of-state tuition is expensive! in-state tuition is way better but super hard to get); 2. Alternatives: you don't have any (there are no easy straightforward ways to get it) 3. We are the solution, we make it fast, simple, and certain. This might better be accomplished with some kind of images.
The feeling someone should get when first visiting our website is:
"wow fantastic nice and clean and simple website that's very professional but not stuffy"
it should elicit a sense of credibility to our business.
it should clearly and succinctly communicate our value-add
it should lead people naturally to the Learn page.
nobody should feel overwhelmed with information
More simple images would be better than lots of text.
maybe a small box for rotating testimonials (picture and text, or just text..."in-state angels was a life-saver!" However, this might be better suited for the learn page.

Testimonials to be on this page. I think rotating testimonials belong on this page.
Can we also merge the about us page with this learn page? maybe also a rotating/slider image/bio thing. The user should be able to click left and right to see various employees and their bios. This would make it really compact and full of valuable information.
should there be a button to our FAQ on this page?
Maybe the FAQ and About us pages could be sub-pages for the learn page. yes i think so.
at mailchimp.com I like how for the features page you can click on different buttons like "build a list" ... "create a template" and it will take you down to that section of the page and also if you scroll down the page on your own then those buttons become highlighted when you get to the given section. I think that could work well for what I'm thinking about for the Learn page of my site.

This is our online form and where our contact information is somewhat hidden (we want people filling out the form and not calling us).
The form should look easy and inviting.
This form information goes directly into our CRM when they hit submit.
It should be nice if each section "student info" ... "college info..." could be in more distinct boxes around each section. Perhaps each section of questions could change color variation/grade as go through form. Maybe there could be a relevant image for each section...a simple cartoon pic of a student for student info or something even more simple if you can think of it.
I think the layout and spacing and formatting and font could be greatly improved. The order of questions from left to right should stay in that order (first name box should be before last name box etc.)
Fitting the Contact Us information somewhere it works well.
