New website design wanted for Logokonkurs

Our is like 99designs website for the design contests, but for another market which is in Eastern Europe. Majority of people there don't speak English. LogoKonkurs simply translates as Logo Contests. 'Konkurs' = Contest. Customers are business people. The current website looks terrible and it is not working yet. It needs new design first. Logo is in attachements.

Site should be simple, neat, clean and innovative. And a bit Formal. It is for northen country. Site should create image of reliabilty and creativness. For background consider all different variations of blue, white or grey colours. Texture can be subtle or simple as usual.

Options for Listings: Blind, Guaranteed; Featured, Highlighted, Private. Feel free to Add other options to any page if you think that it would make the site better.
