The image I provided is my lame attempt at communicating my concept. :) The goal with the logo is to suggest that with preparation, the effect of disasters can be lessened even in recovery. Water causes more damage than anything in disasters, so water (stream, waves), a horizon of some kind (land, mountains) and sun (bright or gradient) to show the dawn of a new day is the essence of the logo I am after. I am open to other ideas, of course.
